Rich Rebenstorff
President & CEO
Mr. Rebenstorff has obtained over 15 plus years of emergency management training and holds certifications from multiple state and federal emergency management organizations such as the Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS), and Department of Justice (DOJ). He is a former United States Air Force officer, and an avid pilot.

As a member of the Federal Emergency Management Agency (FEMA) disaster response team, Dr. Sanders assists Rockeye Consulting Services by providing first hand knowledge in reference to the large scale medical triage and disaster deployment, as well as his first hand accounts of how a disaster response such as 9/11 is handled.
Gary Dunger
Fire Marshal &
Fire Operations Expert
As a state fire marshal, former fire fighter, and retired reserve police officer, Mr. Dunger provides Rockeye Consulting Services with a wealth of over 25 years of emergency response coordination knowledge, training, and experience. Mr. Dunger also brings with him years of facility reviews and inspects of health facility construction projects, and enforcing building standards per the California Building Standards Code, as they relate to health facilities construction.
